A: in campo Cyd, Machina Fortress.
B: può fondere Cyd e Fortress ed evocare un fortress dal suo extra deck sul su terreno? oppure dv avere ANCHE lui un mostro macchina?

Il testo di Chimeratech Fortress Dragon è abbastanza chiaro al riguardo:
Chimeratech Fortress Dragon
"Cyber Dragon" + 1 or more Machine-Type monsters.
This monster cannot be used as a Fusion Material Monster. You can only Special Summon this card from your Extra Deck by sending the above cards from either side of the field to the Graveyard. (You do not use "Polymerization".) The original ATK of this card is equal to 1000 x the number of Fusion Material Monsters used to Special Summon it. |
Quindi si, puoi mandare Cyber Dragon e/o uno o più mostri di Tipo Macchina dal Terreno del tuo avversario al Cimitero per evocare Chimeratech Fortress Dragon.
Esiste anche un ruling relativo alla situazione da te descritta:
You can send "Cyber Dragon" and/or Machine-Type Monsters on your opponent's field the Graveyard to Special Summon "Chimeratech Fortress Dragon". You can Special Summon "Chimeratech Fortress Dragon" by sending only your opponent's monsters to the Graveyard. |

E pensare che qualcuno mi ha detto che non si può usare il Chimeratech per fondere...

Sono convinto che l'OP si riferisse a questo mostro "Fortress":
Machina Fortress
You can discard Machine-Type monster(s) whose total Levels equal 8 or more to Special Summon this card from your hand or Graveyard. When this card is destroyed by battle and sent to the Graveyard, select and destroy 1 card your opponent controls. When this face-up card you control is targeted by an opponent's Effect Monster's effect, look at your opponent's hand and discard 1 card from their hand. |

Nel suo deck infatti, Fex 99 gioca 3 copie di Machina Fortress. 
Concordo tuttavia sul fatto che la domanda è ambigua... ma non avrebbe senso se fosse riferita al Chimeratech Fortress Dragon, dato che è chiaramente scritto nel suo testo che non può essere utilizzato come mostro materiale da fusione.
